
Sumatra – PT Hutama Karya Infrastruktur (HKI) is nearing the completion of three rest area projects, known as Rest and Service Areas (RSA), on the Trans Sumatra Toll Road (JTTS). These include RSA on the Binjai-Pangkalan Brandan Toll Road, Pekanbaru-Dumai Toll Road, and Bengkulu-Taba Penanjung Toll Road. Collectively, the construction progress for these three RSAs has reached 90 percent.
HKI has been developing ten RSA sites on the Pekanbaru-Dumai Toll Road since March 2023, with five RSAs on side A and five on side B. As of April 2024, the overall progress for the Pekanbaru-Dumai RSAs has reached 90.9%. “Currently, HKI is completing vehicle lanes and architectural work with a design inspired by the traditional Selembayung roof pattern,” stated HKI President Director Aji Prasetyanti.
On the Binjai-Pangkalan Brandan Toll Road, HKI is working on two RSAs, which have now reached 97.6% completion. These RSAs are expected to be finished by the end of May 2024, with only minor works remaining. Designed with local cultural elements featuring distinctive Malay facade patterns, these RSAs are also envisioned to serve as cultural education spaces and hubs for interaction between toll road users and local SME tenants in North Sumatra.
Meanwhile, on the Bengkulu-Taba Penanjung Toll Road, the progress of two RSAs has reached 83.20%, with remaining tasks focused on architecture and landscaping, targeting completion by June 2024. “The Bengkulu-Taba Penanjung RSAs incorporate architecture inspired by the Land of Rafflesia, combining Tabot motifs and Rafflesia flower ornaments in their design, as well as Bee Cluster motifs in the list plank,” Aji explained.
In terms of facilities, HKI is working on two types of RSAs. Both RSA types A and B will generally feature similar supporting facilities, including public toilets, disabled-accessible toilets with ramps and handrails, mosques, food courts, MSME stalls, and minimarkets. The key differences lie in land availability for fuel stations and parking capacity.
“RSA Type A will include land for fuel stations, with parking capacity for 50 large vehicles and 200 small vehicles. Meanwhile, RSA Type B has smaller parking capacity, accommodating 25 large vehicles and 200 small vehicles, without land allocated for fuel stations,” Aji added.
The addition of these RSAs across three JTTS toll road segments is expected to bring significant benefits. Economically, the three RSAs will accommodate a total of 319 tenants, with more than 50% of the spaces reserved for SMEs. In terms of community empowerment, these RSAs will create new job opportunities, particularly for local residents who can be involved in daily operations.
“We hope that the construction of these three RSA projects will be completed on schedule so they can be operational as planned. This will enable users of the JTTS toll roads to benefit from the rest area facilities, making their journeys safer and more comfortable,” Aji concluded.
As additional information, HKI is also working on several other JTTS projects, including the Padang–Sicincin Toll Road, Binjai–Pangkalan Brandan Zone IV, Palembang-Indralaya Junction, and Pekanbaru Ring Road. For non-JTTS projects, HKI is currently engaged in the SMO Construction Services project in PHR Riau, Probolinggo-Banyuwangi Toll Road Package II, and Cikampek Selatan Toll Road Package 2A.
