
Jakarta – PT Hutama Karya Infrastruktur (HKI) continues to strengthen Indonesia’s connectivity through infrastructure development, particularly in toll road construction. Expanding beyond the Trans-Sumatra Toll Road (JTTS), HKI now participates in the development of the Bogor–Serpong Toll Road (via Parung) — part of the Jakarta Outer Ring Road (JORR) III network. HKI is a member of the PT Bogor Serpong Infra Selaras (BSIS) consortium, alongside PT Persada Utama Infra, PT Jasa Marga (Persero) Tbk, and PT Adhi Karya (Persero) Tbk.
“The 32-kilometer Bogor–Serpong Toll Road consists of four sections, featuring several access points such as Serpong, Rumpin, Patuat Nutug, Pondok Udik, and Salabenda — all connected to local roads. This integration will significantly improve mobility, reducing travel time to approximately 45 minutes,” said HKI President Director Aji Prasetyanti. “The project adopts a Public–Private Partnership (PPP) financing scheme, fully funded by the consortium of toll road business entities (BUJT), with cost recovery through toll tariffs. This model effectively supports the government’s mission to accelerate infrastructure development for the public,” Aji added.
The Bogor–Serpong via Parung Toll Road is planned as a strategic alternative route linking Bogor, Depok, and South Tangerang, forming part of a broader toll network that enhances connectivity within the Greater Jakarta (Jabodetabek) area. The project is expected to spur local and national economic growth, shorten travel times, and support key economic hubs — including industrial zones, business centers, and tourism destinations such as Puncak, Bogor, and surrounding areas in South Tangerang and Serpong.
One major challenge in this project is land acquisition, followed by construction execution. Given that the toll alignment crosses densely populated and mixed-use areas, strong coordination is required between business entities, local governments, and related agencies to ensure the process remains compliant, transparent, and considerate of local communities.
From a technical standpoint, the project faces the complexity of building in dense urban zones, particularly at Salabenda Junction (JC) and Serpong–Balaraja Junction (JC) — key intersections connecting existing and planned toll roads. Managing this intricate network demands cross-agency coordination and adaptive construction strategies to ensure both safety and efficiency.
