Padang – PT Hutama Panorama Sitinjau Lauik (HPSL), the Implementing Business Entity (BUP) established by the consortium of PT Hutama Karya (Persero) and PT Hutama Karya Infrastruktur (HKI), officially held the Groundbreaking ceremony for the Government and Business Entity Cooperation (KPBU) Project of the Panorama I Flyover (Sitinjau Lauik I) today, Saturday (03/05), in Lubuk Paraku, Indarung Subdistrict, Lubuk Kilangan District, Padang City.

This strategic event was attended by the Minister of Public Works Ir. Dody Hanggodo, M.P.E., Vice Chairman of Commission VI of the Indonesian House of Representatives (DPR RI) Andre Rosiade, Governor of West Sumatra Mahyeldi, Mayor of Padang Fadly Amran, Head of the West Sumatra National Road Implementation Agency Thabrani, Commission V Member Zigo Rolanda, Director of Operations I of Hutama Karya Agung Fajarwanto, Director of Operations III of Hutama Karya Koentjoro, Director of Operations I of HKI Fatma Dewi Setyowati, Director of HPSL Michael AP Rumenser, and Commissioner of HPSL Busmart Zuriantomy.

In his speech, Minister of Public Works Ir. Dody Hanggodo, M.P.E., conveyed a realistic view of the project implementation phase to the public. “Although the groundbreaking has taken place, there are still processes such as land acquisition and design approvals, meaning that significant construction activities may not begin for several more months,” he stated.

Michael AP Rumenser, Director of HPSL, explained that the project has officially entered the formal phase with the issuance of the Notice to Proceed (NTP) on April 14, 2025, marking the effective date of the PPU. “After April 14, 2025, the Directorate General of Highways, as the Government Contracting Agency (GCA), will begin processing the land acquisition. Meanwhile, as the Project Company (PC), HPSL is responsible for managing the design process and contractor procurement,” he said.

Vice Chairman of Commission VI of DPR RI, Andre Rosiade, also expressed his support for this strategic project, highlighting the importance of accelerating infrastructure development in West Sumatra. “This project is crucial not only for connectivity but also for safety and logistics efficiency,” he said.

The Panorama Flyover The Panorama I Flyover (Sitinjau Lauik I) will serve as a vital infrastructure connecting Padang City and Solok City, two key areas in West Sumatra. The flyover is designed as a solution to the extreme curves of Sitinjau Lauik, which has long been a traffic accident-prone zone. In addition to improving road safety, this infrastructure is expected to enhance mobility, provide better access to public facilities, and streamline logistics distribution in the region.

With an investment value of IDR 2.793 trillion, the project has a concession period of 12.5 years, consisting of 2.5 years for construction and 10 years of service/operation. Following the groundbreaking, HPSL will proceed with the contractor tender process and finalize the design work before moving into construction. After the construction phase, HPSL will carry out preservation and maintenance of roads and bridges for the next 10 years.

PT Hutama Panorama Sitinjau Lauik, a new entity established specifically for this project, brings solid expertise from its parent companies. With an ownership structure of 55% held by PT Hutama Karya (Persero) and 45% by PT Hutama Karya Infrastruktur, HPSL is committed to upholding excellence in all project phases — from planning and construction to operations.

“We understand the significance of this project for the people of West Sumatra, especially for the critical Padang–Solok transportation corridor. Therefore, HPSL will implement the best available technology, environmentally friendly practices, and sustainable construction methods. We are also committed to maximizing local community involvement and empowerment during both the construction and operational phases. Additionally, we place ESG principles at the core of this project, including environmental preservation efforts in the protected forest areas crossed by the flyover,” concluded Michael AP Rumenser, Director of PT Hutama Panorama Sitinjau Lauik.
